Yes you can get the +5 from the PC and that is the manufacturers
recommendation. If you do use an external +5 supply against the
reccomendations you do have to tie the ground to the PC.

The additional caps at the drive are recommended under a couple of
situations. From memory it is if your wired from the power supply are
over 18", if you have a fuse between the supply and the drives, and if
you are running lots of amps with big motors. In those cases the ESR of
the internal 100 uf cap will cause it to run very hot and fail
prematurely. The 470 uf cap will prevent this and will not cause any
harm in other circumstances.
