BPT Series I - Spindle speed sequence?

I'm trying to get my spindle to go into the 'high' gear range on
my '83 Series I. Sometimes I'm lucky enough to get it into neutral,
but usually it's stuck on 'low'.
Has anyone had experiance with this? I've tried to figure out the
sequencing of the solenoids but I can't get it to switch to high.
This is the only thing holding me back from making chips.
