Look for router bits. They will work fine for most non- ferrous
metals and definately FR-4. Try a V groove bit and controll the
depth.

I must say I've never seen a mill used for cutting the trace pattern,
gaps across Isolation sections and outside shape and interior
cutouts, yes, but it's always been either a photo etch or a resist
etch for the traces.
