Depending on the required power, you can buy a VFD for
$200-500. The only way you could possibly justify
building one from scratch is if you want the learning
experience. You will learn a lot, like how many ways
there are to let the smoke out of IGBTs.

I design VFDs for a living, and have been known to
build things that any sane person would just go out
and buy, but I would not try to build a VFD at home
from scratch.
