Reading your text I get one idea:
Suppose we put two strips on both side of 4"x6"x1/4" hot rolled steel,
getting picture like this:
resin
/ strip
/ /
!...........!/
!!---------!! Then we can level the tube horizontally and put epoxy resin
!! !! or polyester
!! !! to get two millimeter (for example) layer. This layer will
! ! be ideally
! ! horizontal before resin get hard.
