The router mentioned sounds like an industrial grade machine and usually the
vacuum pumps furnished with them are around 100 cubic meters per hour which
is MUCH more than a shop vac can supply. You must remember that MDF is
porous and, yes, vacuum will go thru it. However, you must have enough
volume to accomplish this, any vac can supply vacuum and probably enough to
hold some large parts with a big surface area, but when you get to smaller
parts with less suface area this becomes a real problem.
