to avoid ownership problems with AutoCAD, try (free) IntelliCAD. This is an almost 100% compatible clone of AutoCAD. In a few ways it is better than AC but the interface is not quite as slick.
The text commands which you will use most of the time work the same.
It does not allow importing WMF files and converting them to vector files.

It is hard to find the free version now. IntelliCAD themselves no longer distribute it, and where you can find it is a few years old version. Shouldn't be a problem. Keep searching for free and intellicad, and something will pop up.

There has been some discussion on this list of software which will convert AutoCAD parts to G-code, these might work in IntelliCAD depending on how they connect to it.
