Seems like using a method similar to what Sherline does would work well.
On a Sherline you can remove the complete headstock and motor by
loosening a single Allen fastener, You could make a head that holds the
plasma torch and another than holds your router. Take a look at the
machine part diagrams on the Sherline site for a good illustration of
their system.
