Which is it, DC - to Chassis ground or no?

I have seen controllers and schematics that differ on this design
choice.

Should the DC - from the power supply be grounded?

What if the power supply is external to the chassis? Should you
ground the DC - as it enters your controller?

If either are acceptable, what are the advantages/disadvantages of
each method?
