Right, do rapid feeds until told otherwise.

Not quite. The S5000 has no effect, as there is no M03 or M04 command
to START the spindle. I'm guessing this dwell might be for the axes to
unlock or something.

Yup, without knowing more about the machine, that all seems about right.
There are a million interpretations, and sets of rules that you have to
follow
for each different control. Like, some controls won't allow a start spindle
unless the spindle speed is set on that line. Some won;t allow a G0 or G01
unless there is an axis coordinate on the line.
