Hello,

The newer HF speed control is amazingly good. Smooth control.

Figuring speeds and feeds for small bits is the same as for big'uns.
Chip load per tooth x teeth x rpm = f/r (get chip load from mfr. or
machinery's handbook or similar.)

P.S. You can also work from the material cutting speed, but IME using
chip load works better for small cutters...
