Have you taken a look at GeometryWorks3D for SolidWorks? According to press
release it has the following method:

- Cylinder-Wrapped Spline - Allows users to wrap a spline around
a cylinder.

I can't vouch for either its capability or give you an idea of its cost
(probably in the "if you have to ask" range, I'd suspect...)
