I keep seeing posts that a small ultilty power fluxuation can cause
the AC line to go +/- 10 volts, ie: 105VAC to 125VAC so the actual
tranformer output may be too high to start or can rise too high
without warning.

Assuming the use of a 72 volt zener, one could limit at 70 volts as a
protection ? not sure of the total parisitic load for the unit in
constant, non-use. (less than the trip voltage)
