Well, you got yourself a totalizing counter and a rate counter.
The bottom counter counts up pulses until you hit the reset button.
The rate counter counts pulses and displays the count per some
unit of time. It was set up as an RPM meter, apparently, but
I don't know how many pulses per rev or what signal characteristics
it expects. I think these Red Lion counters can be used with
magnetic reed switches, and a magnet attached to the device
to be timed. You should be able to get some Red Lion info from
such outfits as Digi-Key and Newark.
