Probably. There are two questions that need to be answered first.
We alrewady went over bandwidth, and there's no problem there.

But, is the time performance of the USB deterministic enough for a
real time task?

And, second, can the PC end of the USB driver software run as a task
at real-time priority, so the real time task that is reading encoder
positions and sending new velocity commands can be sure that it
completes one full cycle every scheduled time interval?

Without autoritative answers to these two questions, it is up in the
air whether USB can be used for motion control.
