A resistor of 25 W and 1000 Ohms wired across the power supply should
drain it in a minute or less. Also, an LED with a 10,000 Ohm 2 Watt
resistor
in series with it will give a visual indication when it is still charged.

No, it takes such a small current, it will have no effect except the
production
of some heat.
