Steve: Logic circuitry, aka "silicon" or "IC's" respond to electrical pulses
which are very, very fast; only picoseconds in many cases. When a
human-operated switch "makes" (or "breaks", for that matter!), the metal actually
"bounces" many times as they "settle" into uninterrupted contact. A "flip-flop" or
"counter" IC will dutifully "count" all these "bounces". ONE press of even a
very fine push-button contact will often give from three to 27 "pulses" when
only ONE was intended. SO, we have to built "no-bounce" or "debounce" circuits
to "interface" between human input and silicon! This is actually a topic
that is OT, here, and I suggest you (or anyone!) find the TTL Cookbook and CMOS
