The servo amp for motor 1 would be wired normally, and would work
fine. Motor 2 would have feedback from the encoder on axis 1, and I
presume, no encoder on it. Whatever was closing the loop would not
detect movement or position of motor 2, and would not be able to
control it.

If this is not what you meant by feedback from the other servo motor,
please explain.

You could rig up something where motor 2 got step info for a
step/dir servo drive like a Gecko 320 from motor 1's encoder.
Once you got this in sync, it would work fine. Some fairly
simple logic could do that. I don't really see the advantage over
just duplicating the step/dir commands for 2 Gecko 320's.
You still have the problem of syncing the motors at first.
