I've made some test bases for (smallish) machines in concrete as an
experiment - very cheap, as is the shuttering (I used granite dust
rather than gravel mix as it was smoother).
Some steel strengthening dropped in during manufacture will be
necessary - I used chicken wire, but some structural steel from a
builders merchant would be better suited at 18 feet.
Specialised shuttering can be cut from blue foam - indeed, if you can
access a cnc foamcutter, the world is your oyster (or router even :-))
Like the idea of rack and pinion at this size - other option is toothed
belt cut and laid out flat as the rack. I assume that you have looked
at the shopbot machine - IMHO VERY elegant thinking
(http://www.shopbot.com). Aeronaut Automation in Australia do large
format cutter/routers using a similar princiole (but a bit more elegant
