Low Speed Stepper Noise

Hi, having finally got movement on my retrofitted interact series
one I find Im getting a lot of noise off the x axis stepper at slow
speed (10 to 1000 Hz equivalent to 1.5 to 15 rpm) which is absent at
faster speeds (the drives are set to 2000 steps per rev, and drive
by a two to one reduction timing belt). I observe a lot of
vibration in the tension and flex of the timing belt during the low
speed noise. Other axis same driver at fine at low and high
speeds. The steppers are Sigma NEMA 42.
My question is does this sound like a problem with mechanics of the
the stepper motor rather than the drive? I can tune the drive but
to my knowledge this only tends to reduce resonance at high speed.
