If you tie the ground at both ends, you have some cancelling of magnetic
coupling, as some of the field is consumed by the currents in the ground
wire,
and some still couples to the victim (signal). If you leave it open at one
end, you cancel some of the electrical field by a shielding effect,
essentially
a very poor coax.

It depends on whether the problem is mostly magnetic or electrostatic
coupling.
The closed path is better for magnetic, the open end better for
electrostatic.
