I'm guessing, but, it sounds like the direction signal is not getting
through to the drive circuitry.

Since you have tested that the dir voltage is changing with direction,
ensure that it is getting to the Centent drive. If the dir goes through an
opto-isolator or buffer. check that the dir voltages is getting past that.
