Reed, this is not necessarily a rule of thumb, but is related
directly to cutter size and material type. Since you did not mention
cutter diameter in your post, my first inclination would be that you
don't realize that cutter diameter is important to determining
rotational speed. Figure about 80-100 surface speed for cutting soft
steel with HSS tools and be prepared to douse it with a little
coolant from time to time.

Hot rolled steel is notorious for things like sand inclusions and
even an occasional ball bearing showing up. Also the scale is very
abrasive when cutting with HSS. I would suggest you either remove
the black scale from the surface with a carbide face mill or plan to
use a carbide cutter.
