This is a 12 amp supply, and it does have a low voltage winding (secondary side), I will getting a voltage reading on it tonight. Bucking? tell me more.....

You didn't give any size specs so it's difficult to give a more
distinct answer. Obviously smaller supplies (up to about 250 Watts)
are easier to voltage adjust than a 4KW monster.
