Opto 22 relays come in different flavors for AC, DC
and different voltages. Is it possible that the
voltage at the control jack of your plasma cutter
is low voltage DC and you are trying to control it
with an AC Opto 22 module? The AC modules have a
Triac in them that will stay on forever as long
as the load current is sufficient to sustain them.
With a low current DC load they may eventually drift
to the off condition.
