What I did for a similar project is use a relay, with the coil tied to the cap. The normally closed contact have the resistor going to the cap.
When the cap. charges slowly up, the coil will make and the normally open contacts bypass the resistor, allowing full current flow from the transformer to the circuit.
The size of the resistor determines the length of the soft start time..
