There are a lot of choices Eric. There are also as many opinions as
there are members on this list. Fortunately, most programs have trial
versions available. Here are a few questions that will help us narrow
the field:
What platform will you be using (Mac, Linux, Windows, other)?
What paradigm do you prefer? That is, do you want interactive gcode
creation (BobCAD, last time I looked), or do you want to create angular
parts, or smooth surfaces, and have them converted to gcode for surface
milling?
How much do you want to spend, and how much can you spend?
How much is your time worth? Can you afford to fiddle around with parts
and/or g-code to make it work, or do you need to create a part and have
perfect g-code come out the other end?
