Bit of an open ended question. CAD systems cost from nothing to
thousands.
To get from CAD to CAM/CNC it really needs to support DXF file type
output.
If you can put up with the permanent internet connection and the google
adds then the X-CAD promo that's been discussed on here may suit
you and it's free.
