Bill,
Minutes and seconds are a way to subdivide degrees of angles (arcs or
anything else), just like the counterpart minutes and seconds
subdivide hours. Each degree is made up of 60 minutes and each minute
is made up of 60 seconds, just like with hours.

Please take this only as a kind suggestion, with no intended insult.
If you're going to be doing any kind of CNC machining involving
angles, you may wish to familiarize yourself with some basic
geometry. Otherwise, you're going to be pulling your hair out while
trying to figure out how to get curves to come out right.
