Where does the 0.6x for power supply come from ?

Hi all,
I'm reading thru the past notes on power supply and found that we use
a derating of 0.6x on the power supply.
Does anyone know where this comes from or what it is based on ?
Is it based on the fact that one cannot use all motors at 100% at any
time ?
Or, is there some chopper based reason for it ?
