Played around with the Vigilant stuff a few years ago - Reasonably well made
and loads of IO options on the expander card. A couple of things I didn't
like.. The cabling, connectors, and breakout boards were a significant cost
of the installation. There was also a problem with some of the chips running
excessively hot (in my opinion). I believe this last problem has been
addressed in recent revisions.
Even so, I feel a pair of Vital cards plus one of the many 8255 based IO cards
would give better value for money for the same results.

As for dual encoder inputs - There are motion control cards that do support
just such a feature. Expensive, requiring bespoked software for many
applications, but they are out there.
