From what I understand, many of the commercial fluids are rather volatile
and are generally intended for situations where the actual cutting occurs
well below the surface of the fluid, thereby preventing oxygen and sparks to
come in contact.
In his book, The EDM How-To, Ben Fleming recommends kerosene as a cheap and
effective dielectric. It works well but kerosene does stink so good
ventilation is in order. This process is safe long as you can suspend the
cutting operation well below the surface, in a tank full of the stuff.
I'd recommend getting a copy of the book as it gets into good detail
discussing dielectric, fluid and tank, options and concerns. (Standard
disclaimer applies)
