The 3 or 4 axis Xylotex drive card comes to mind. It's low cost,
microstepping, bipolar and will drive steppers up to 2.5A which cover
a lot of 23 frame motors. A foam cutter is pretty low force cutting
and the speeds are in the lower range so smaller steppers are a good
choice.

Our new Mini I/O has a direct Xylotex plug and offers buffered step
and direction as well as 5 isolated (opto) inputs.
