Considering the energy loss going from motor to hydraulic and back to
rotation, it might be worth looking at removing the hydraulic system
entirely and using a 3-phase motor with VFD attached directly to the
spindle. Shouldn't be too hard to make an adapter plate unless the
hydraulic motor was custom made for the machine.
That said, you could use a servo or stepper to adjust the displacement
of the pump.
