Hi,
I don't know about a "Tuned Dampener", but I built a dampener for my
Sherline. I made two different verions, one that was added to the
Sherline jog wheels, and another that did not use the jog wheels. The
second is in a picture shown here:

It allowed me to take my X axis rapids from a maximum of 40IPM to
over 100 IPM, using the Xylotex drive running at 24VDC, simply by
removing the vibrations that sapped power from the motor.
