It may be a gamble to pick up a partial project off of ebay or similar; you
could save big, you could end up with an expensive pile of scrap and a big
shipping charge. Remember that the quality on the chinese mill/drills is
highly variable, anywhere from "sand in the castings" to "perfect". A seller
might not realize he ended up with a crappy mill and sell it to you with good
will, then you uncrate it and realize it's one of the bad ones. If you buy
it from the retailer, you can return it.
Mind you, I'm reasoning from first principles and other peoples' anecdotes.
