At the top of the page www.cnconabudget.com/ he has some notes dated from
05/30/06 and 04/30/06, including a bit where he gets quite annoyed about
someone knocking off one of his designs, which would be ironic if he's
a 'black hat'.

Mind you, he shouldn't ignore your emails. Are you cc'ing all his addresses,
and trying the web form?

Maybe he's dealing in good faith, but your emails are falling into a black
hole/spam filter? (It's a pretty contrived scenario.)
