Harris sold it's semiconductor division to Intersil
http://www.intersil.com/ they still stock alot of the harris parts

the rest of this is just an edjumucated guess

I don't recognize the part # but it looks like the 96001 may be a
date code ,the -14 could be short for a 7414 Schmidt trigger to
condition the raw encoder signals
if you can get a good look at the pcb it should be pretty easy to
reverse engineer it
check for thicker power and ground traces leading to the chip
and track them back to the input wires ground is 'usually' black
the encoder LED(S) will also be connected to vcc and gnd possibly thru
a resistor
the detectors 'should' have thinner signal traces leading to the chip
and there should be another set of signal traces running to the encoder
signal output wires from the chip
once you are fairly sure of the power wires the rest can be figured out
with a scope or logic probe
