it is more software than you need but the complex parts are
done for you already

another way would be to load a direct access device driver
http://www.beyondlogic.org/porttalk/porttalk.htm

and use one of the simple stepper test programs or some
Qbasic code to bang out the signals

sounds like your colleagues need to learn that complex doesn't always
mean difficult and simple rarely ever means easy
a good stout length of 2x4 can help with that :)
