Linux -soup to nuts?

As the moderator evinced concern that my previous post might elicit a flame war, let me
restate my question in a more neutral way:
Is it possible yet to conduct the entire three stage process from design to making chips on
the Linux platform? Now that Ubuntu is on the scene, Linux appears much more viable for
the ordinary user, and certainly the price is right.
