Hank,
Like John said, take it to a blueprint company of local printer and
have them scale it down to a size that will fit in yout scanner and
get a scaled down hard copy. Then you can scan it using your scanner
and save it to your computer. Then open it in your favorite program
and rescale it as necessary and save as a DXF to run on your CNC
machine. The blueprint company may have the capability to save the
file once it is scanned into a DXF format which may save you a couple
of steps.
