Yes, this is most likely a velocity servo amp. It uses a
tachometer on the motor to match actual speed to the voltage
command. These are still used today, and there must be millions
of machines out there using them. Step and direction may be the
rage for home shop systems, but not as common in
industrial-class machine tools. The most common arrangement is
a +/- 10 V command voltage proportional to 100% speed.
