Yes and no. You can't frive these directly from a PC, as there
is no true analog output from a PC. There are a number of
interface schemes available, such as the Pixie step/dir to
analog converter, although it seems to be out of production.

I make a set of boards that does this. It has an encoder
counter board to read the encoder signals, and a DAC board to
produce the +/- 10 V velocity command. There is also a digital
I/O board to handle limit and home switches and the E-stop
circuit. The basic system handles up to 4 axes, additional
boards can be plugged in to handle more. See
