belts have enough give that you can get away with one cutter for a pretty wide range of pulley sizes
if you just drill for the HTD teeth you're already doing that ,they aren't really round

you could probably stone the tooth profile onto an end mill in a few minutes

and lightly buff the radius on the tops ,its not all that critical
