help with cnc driver

bought a 3 axis controller from www.marchandice.com and three nema 23
steppers.i connected the steppers(bi polar)red blue to a1-a2.black
green to b1-b2 on controller.set ports and pins to data supplied,set
port address on mach 3.plugged it all in powered up and motors lock up
but wont move when i jog keys.tested dir pins on the end of port cable
on direction pins with multimeter and get 3.3 volts does this sound ok.
