Is 12L14 steel the best choice?

You know, good point. I've used it lots for lathe parts, and I've never
bought any that wasn't square. I was at Metals Supermarket the other day,
and they had round to 6" and square to 1" or so, and maybe 1"x0.5" or
something. Definitely not plate. A quick search of McMaster-Carr reveals
that all the 12L14 is square bar, no plate. I do know that, especially for
lathe parts, it is by far the best material when you need a steel,
particularly for intricate, tight tolerance, or fine finish parts.
