carbon fiber 3D printer?

Is there a project anywhere to use carbon fiber thread, coated with
epoxy, to build 3D prototypes?
We have a 3D printer that uses ABS extruded through a nozzle, rasters
it out a plane at a time. That works pretty well, but a carbon fiber
device should make each layer 3D rather than 2D. Continuous fibers
aligned along stress directions would give a strong structure.
Two immediate problems comes to mind:
1. an initial form to build the part on

1. is solved in the machine in my office by using two materials; the
first is a support material that is removed with hot water, the
second is the ABS. Each one comes out of a nozzle, the nozzles are
about 5 mm apart.
2.A CAD program can form a skin of a solid- these skins could be the
surface that the carbon fibers are laid on.
