Chuck,
Take the original controls to a nearby boat yard, and find someone who needs an anchor. Your budget numbers are pretty close. I bought 3 Gecko 203's, a breakout board from Bob Campbell, and I was lucky to find a used HP power supply fom the local electronic swap meet. The dedicated computer was an inexpensive refurbished one that cost about $250. Put all of that together, and $1,000 should cover it.
