It's complicated. First of all, what resolution do you want? One
degree required a 200:360 ratio, or 1:1.8

Minutes (desirable for cutting some gears) or seconds is a lot harder.
Let's assume a 1:1 ratio and a 35 tooth gear, each tooth is 10.28571429
or so degrees, 1.8 degree steps just won't cut it. With one minute
resolution, you can get within 0.1%, with 1 second resolution, you can
get within 1/60th of that.
