actually allows you to boot that OS entirely from the floppy. That is not
entirely true as you can do a startup using the install floppies and a 3rd
party addition on Win NT (I think it is part of the Win2000 install
already), but that it not what you are looking for. Make lots of copies of
bootable disks from the 98 machine before you change the OS.
